Public Financial Management System (PFMS) is a web-based online software application developed and implemented by the Controller General of Accounts (CGA), Department of Expenditure, Ministry of Finance, Government of India. The PFMS was launched during 2009 with the aim of tracking funds released under all schemes of the Government of India, and real-time reporting of spending at all levels of program implementation. The primary function of PFMS today is to facilitate public financial management system for the Government of India by establishing an efficient fund flow system as well as payment cum accounting network. PFMS provides various stakeholders with a real-time, reliable and meaningful management information system and an effective decision support system as part of the Digital India initiative of the Government of India.


PFMS has established interfaces with treasury systems and assemblies of all 28 states with 2 union territories. It facilitates the exchange of data regarding budget, allocation and expenditure against central transfer of funds to centrally sponsored schemes of the Government of India.


As the backbone of the Government of India payment system, PFMS is integrated with the core banking system in the country, and therefore, almost every beneficiary / vendor has the unique ability to validate the account before proceeding to online payment. Currently, PFMS has interfaces with the core banking system (CBS) of over 300 banks, including all public sector banks, all regional rural banks, major private sector banks, Reserve Bank of India, India Post and cooperative banks. . Over time, integration has to become universal, that is, to establish interfaces with all banks operating in India. An interface with the National Payments Corporation of India (NPCI) has also been developed which facilitates verification for Aadhaar-linked payments.


In this background, O / O CGA intends to replace the current PFMS system in PFMS 2.0 with a dedicated focus on improving process and user experience, adding more functionality to core functional areas and across platforms to cater to all Drive end to end the digital experience.
